Ms. Leong has both depth and breadth in the postal industry, having represented individual mailers in the financial services and catalog industries, trade associations, vendors, suppliers, and posts. Current or past clients include Chase, HSBC, Capital One, Bank of America, Williams Sonoma, Redcats USA, Crate and Barrel, Miles Kimball, Quebecor, Pitney Bowes, Fed Ex, La Poste (France), the Envelope Manufacturers Association, the American Catalog Mailers Association, and the U.S. Postal Service.

Ms. Leong specializes in negotiating contracts with the Postal Service and, if necessary, obtaining regulatory approvals for these agreements. She has participated in the entire range of regulatory proceedings at the Postal Regulatory Commission, including rulemaking, ratemaking, regulatory approval, and complaint proceedings. Ms. Leong has counseled a wide range of clients on postal reform policies and compliance with
postal regulations, and was involved in the drafting, passage, and implementation of the Postal Accountability and Enhancement Act of 2006. She works frequently with Congressional oversight committees on behalf of trade associations and individual mailers.
Ms. Leong also handles economic and regulatory litigation relating to delivery services and other supply chain matters. Ms. Leong is involved in identifying and coordinating regulatory and security issues relating to the global supply chain, with a focus on China.

She has also published articles on supply chain management, international postal reform, Universal Postal Union (UPU) terminal dues, EU postal liberalization, and the Japan Post privatization.
Additionally, Ms. Leong has litigated competition and ratemaking issues relating to regulated monopolies in the delivery, telecommunications, and energy fields, in both the domestic and international arenas. She has represented clients in ratemaking, rulemaking, and complaint proceedings before the Federal Communications Commission, the Postal Regulatory Commission, the Federal Energy Regulatory Commission, and several state public utility commissions. Ms. Leong has also represented clients in federal and state court commercial litigation, including complex insurance coverage matters.
After serving as a partner at two of the top ten law firms in the world (Morrison & Foerster LLP and Sidley Austin LLP), and as managing partner of the D. C. office of the national firm Brown Rudnick, Ms. Leong founded her own her own law firm, The Leong Law Firm PLLC, and consulting company, Joy Leong Consulting, LLC. Her consulting company specializes in economic and public policy analysis of regulated industries.
Ms. Leong speaks English, French, and conversational Mandarin.
