Gail Young, DBA, CPA, CGFM has had a rich and varied background serving as a Chief Financial Officer (CFO) at the federal, state and private sector levels including serving as (1) the Controller for the U.S. Department of Energy (DOE), one of the cabinet-level departments with a budget exceeding $23 Billion with varied programs including nuclear weapons, power administrations and several national laboratories; (2) the Vice President for Financial & Administrative Affairs for the State of Maryland’s Biotechnology Institute, a start-up entity reporting to the Chancellor for the University of Maryland System.
Dr. Young was responsible for developing policies, procedures, and systems, hiring and training staff, and acquiring the operational and capital resources, including the funding for two wet lab buildings; and (3) CFO and Treasurer for the Universities Research Association, Inc. (URA), a compendium of 90+ world-wide research universities, whose primary mission was to manage and operate Fermi National Accelerator Lab on behalf of the DOE. URA was also responsible for the design and development of the SuperConductor Super Collider (SSC) until the DOE was unable to continue the funding.
As part of the closing process, Gail won the approval of the DOE to fund a trust, the first of its nature, which would continue the insurance benefits for the terminated SSC employees, who would have been eligible for retirement. Both the terminated employees and URA’s Board of Trustees were extremely grateful for this accomplishment.
