TIAW seeks a qualified firm or individual to develop a business plan for its Microenterprise Development Program. This business plan should enable the program leadership to raise funds from corporate, foundation and private donors to fund our activities in microenterprise. Attached you fill find further background on TIAW, its Microenterprise Program, and specific proposal requirements. The deadline for proposal submissions is close of business June 30, 2003. Q. How many staff does TIAW have?

A.

Staff: one full-time staff, one part-time Microenterprise program administrator. TIAW is managed by an Association Management firm. Areas of specialty -- Finance, Development, Marketing -- are handled by professionals who support the management firm's clients.

Q. How much time do the volunteers contribute on a regular basis? Do they meet only by phone, or in person as well? How many volunteers are involved with the Microenterprise Development Program and what are their roles?

A.

TIAW volunteers dedicate anywhere from 30 to 2 hours a week. It varies widely depending on role, project, etc. The committee meets once a month by phone for an hour and a half and then two to four times a year in person.

There are approximately 13 volunteers who are members of the Microenterprise Committee. The committee is broken down into five subcommittees, each led by a subcommittee chair.

1. Program Management Executive Subcommittee – chair and two volunteers

2. Program Development Subcommittee – chair and eight volunteers

Key Functions:

- Business Plan solicitation, evaluation, implementation and continued evolution

- Program Development Compliance Issues

3. Marketing, Communications, & Sales Subcommittee – chair and four volunteers

Key Functions:

- Web site development (following development of Business Plan)

- Marketing collateral

- Press and public relations

- Selling our program to TIAW members

4. Resource Management Subcommittee – chair and three volunteers

Key Functions:

- Fundraising

- Team development & induction of new members

- Village Bank Capital Fund

5. Program Services Subcommittee – chair and three volunteers

Key Functions:

- Village Banks

- Advocacy

- New services developed by Program Development Committee

- Technical Assistance (to be activated in the future)

Q. Under section 5, the last point mentions TIAW's Microenterprise Development Program Committee.

* What is their mandate and to whom do they report?

There are currently 13 members (see the preceding question for additional detail) of the committee representing the business, governmental, and non-profit sectors. The committee reports to the TIAW Board of Directors.

Q. How big is the planning committee for this project?

A.

The planning committee is comprised of a subset of the Microenterprise Committee members.

Q. How many other firms have expressed interest in responding to this RFP?

A.

TIAW is not in a position to provide any information about other firms interested in the contract.

Q. In section 2, reference is made to the present and projected activities of the Program. We expect that the available documentation on the Program (section 8 of the RFP) will outline in detail current activities.

* If there is a document that outlines the projected activities of the program, may we also have access to this?

A.

The projected activities are included in the RFP Section 4. This section includes both present and future activities of the Program.

Q. Under section 5, in the first paragraph there is an outline what the proposal must contain.

* To develop our approach, it would be helpful for us to know to what extent you have either recent research or analysis of the needs of your current clients and partners with respect to this program.
